Bill introduced on port security by NY / NJ Senators (May 2009)
Senators Frank Lautenberg (D-New Jersey), Robert Menendez (D-New Jersey), Charles Schumer (D-New York) and Kirsten Gillibrand (D-New York) introduced legislation (S. 3174) to enhance port security. The bill would create minimum-security standards for all containers entering the United States by requiring cargo be monitored from the moment it is packed into containers abroad until it reaches its destination in the United States. Containers not meeting the standards would be refused entry into the country. The bill also calls for minimum security standards for essential port services such as supply and launch vessels, and bunker and fuel
Deliveries, and requires all ports to have response and recovery plan in case of a major terrorist incident or emergency.
